In 2015 the BICC reporting structure has shifted significantly toward finance and away from other functions such as IT or operations; IT and finance are now equally likely to have BICC oversight. In terms of roles most represented, business analysts are the most abundant resources within BICCs, followed by database programmers, application developers, project managers, and statisticians/data scientists. Analytics model development and business consulting are the most reported BICC activities.
The report dives into the current and planned BICC funding models, with BICC programs financed by a mix of capital expenditure, budgeted, and chargeback models as generally exist across IT. More than half of organizations view the BICC as a direct cost or cost of doing business, with fewer charging for incremental usage.
